Abstract

Apart from the regular agencies engaged in data collection, a few other organisations are also actively involved in information collection on educational variables through their large-scale household sample surveys among which the National Sample Survey Organisation (NSSO) is the prominent one. The NSSO in its 52nd round (July 1995 - June 1996) carried out a nation wide survey on social consumption to ascertain the extent of utilisation of facilities in the field of Education and Health. The present survey was in continuation of the two surveys on social consumption carried out by the NSSO as a part of its 35 round (July 1980 - June 1981) and 42nd round (July 1986 - June 1987). The survey has generated few interesting indicators that are otherwise not available from regular sources. Literacy rate (15+ population), distribution of persons (aged 15 years and above) by level of education attainment, distribution of students of age group 5-24 by primary, middle, secondary/higher secondary and higher education, gross, net (classes I-V & VI-VIII) and age-specific (age 6-10 & 11-13 years) attendance ratio, proportion of students getting free education by level of education, average amount of per capita private expenditure on education and proportions of attending, attended and never attended children by age group are some of the important indicators. The entire document contains 17 statistical statements and a few charts.

Methodology Design

The present report is on education based on the `Central Sample' data collected in the 52nd round. A stratified two-stage design was adopted in carrying out the survey. About 7,663 and 4,991 villages and 43,076 and 29,807 households respectively in rural and urban areas were surveyed. Data was collected on the level of education attained by the general population; details of students attending educational institutions by age & sex and level of education, type of institutions, utilisation of various incentives, private expenditure on education, incidence of dropout and non-enrolment. The survey covered the entire area of the country, rural and urban areas with the exception of some interior areas of Nagaland, Andaman & Nicobar Island and Ladakh, Kargil and Dodha districts of Jammu & Kashmir. The document also presents the details of concepts and definitions used in constructing indicators.

Data Quality Issues

In the absence of information from the regular agencies, the indicators generated by the NSSO is of vital use and interest to educational planners and policy makers but the same is not available on regular basis. A few indicators that have been generated is for population aged 5-24 years and the same is not made available separately for school age population i.e. age 6-10 & 11-13 years. Distributions of students by level of education, average annual expenditure, proportion of dropout children etc. are few such indicators.
